The Page County Board of Supervisors’ Feb. 18, 2025 regular meeting included the following agenda items and actions:
CALL TO ORDER
Supervisors Keith Guzy (District 1), Allen Louderback (District 2), Ryan Cubbage (District 3), Susan Kile (District 4) and Jeff Vaughan (District 5) were present. Chairman Keith Weakley joined the meeting by phone and Vice Chairman Louderback served as chairman for the meeting.
PUBLIC HEARINGS
Zoning Ordinance Amendment (Camping Yurts/Domes/Tiny Homes)

Supervisors conducted a public hearing on proposed amendments to Section 125-4 (Camping Yurts, Domes and Tiny Home Dwellings) and Sections 125.9B(4), 125.10B(4) and 125.11D(8) (Tiny Home Dwellings) of the Page County Ordinance. The hearing drew no speakers. Supervisors unanimously approved the amendments as presented, including adding a new definition for “dome and yurt, camping,” amending the current definition of a “single-family detached dwelling” and adding a new definition for “dwelling, tiny home.”
PRESENTATIONS, PROCLAMATIONS AND AWARDS
Massanutten Regional Library Annual Report for 2024
Massanutten Regional Library Director Zach Elder presented a year-end report for the local library system, underscoring 2024 highlights and challenges.
Elder reported that the region saw 237,779 library visits last year — an increase of more than 9% over 2023 — and a total circulation of 864,628, an increase of 18.4% and an all-time high for the regional system.
MRL completed its five-year strategic plan in 2024, increasing operating hours at all seven branches and hiring a full-time young adult specialist, facilitating an expansion of consistent, ongoing teen programming and outreach.
Elder reported that computer use surpassed 10,000 public uses while WiFi usage totaled more than 1.4 million sessions.
Collectively, he said, the Massanutten Regional Library saved patrons more than $15 million by providing library services.
ACTION MATTERS
Budget Changes
Supervisors unanimously approved allocation requests totaling $14,337, including $11,137 in funding from Virginia Department of Fire Programs to volunteer fire agencies in the towns of Luray, Stanley and Shenandoah and S3,200 in funding from a Byrne Justice Assistance Local Law Enforcement Grant to the Page County Sheriff’s Office to purchase a mobile data terminal and mount.
Memorandum of Understanding — Animal Control Services
Supervisors unanimously approved agreements between the County of Page and the towns of Luray, Stanley and Shenandoah for animal control services provided by the county, acting by and through the Page County Sheriff’s Department.
Board and Commission Appointments
Supervisors unanimously appointed M.G. “Flap” Smith as the District 2 representative on the Page County Tourism Council for an unexpired term that runs through June 30, 2025.
CONSENT AGENDA
Supervisors unanimously approved the consent agenda as follows: financial reports for the period of Jan. 1 through Jan. 31, 2025; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $3,232,739.11 for January 2025; and the meeting minutes of Dec. 2, 2024, Jan. 15, 2025 and Jan. 21, 2025.
OLD BUSINESS
Special Use Permit — Jeremy Baldwin/River Run Campground — 1-year Review
Supervisors reviewed a request by Jeremy Baldwin for a campground expansion at 741 Carvell Road in Rileyville.
Baldwin in August 2023 submitted a special use permit request for an expansion to include the addition of 80 primitive camping sites and eight cabin sites.
Taking into consideration concerns raised by local residents at the time, supervisors in April 2024 approved half of the expansion request (40 new primitive camping sites and four new cabin sites) with several SUP conditions, including issuing the SUP on a one-year trial basis.
Supervisors unanimously approved the SUP application for the expansion of the existing campground with conditions.
NEW BUSINESS
Supervisor Vaughan noted a request by citizens for a speed limit reduction to 35 mph on U.S. 340, from the Naked Creek Bridge to the Shenandoah Moose Lodge, because of safety concerns.
Supervisors by consensus instructed Page County Attorney Michael Helm to review state legislation that allows Virginia counties to reduce speed limits on certain roads through an ordinance.
ADMINISTRATOR’S REPORT
Page County Administrator Amity Moler reported that she and Assistant County Administrator Regina Hamer were set to attend the Virginia Local Government Management Association’s 2025 Winter Conference in Charlottesville.
She noted that Interim Director of Emergency Services Woody Brown was contacted by Atlantic Emergency Solutions to have Page County’s new ambulance on display at the Virginia Fire Rescue Conference in Virginia Beach.
The company, in exchange, agreed to transport the ambulance to and from the conference and to provide the registration fee and stay for Page County Shift Supervisor Robert Bly during the conference.
SUPERVISORS’ TIME
Supervisors thanked those in attendance. Supervisor Kile reported that several applications had been received for the District 4 vacancy on the Page County Planning Commission.
CLOSED SESSION
Supervisors entered closed session for a discussion concerning a prospective business or industry where no previous announcement has been made of the business’ or industry’s interest in locating its facilities in the community, pursuant to Section 2.2-3711(A)(5) of the Code of Virginia, and to consult with legal counsel regarding legal matters concerning a prospective business, pursuant to Section 2.2-3711(AX8) of the Code of Virginia.
