Page County Board of Supervisors' Meeting Minutes for May 19, 2025

The Page County Board of Supervisors May 19, 2025 regular meeting included the following agenda items and actions:

CALL TO ORDER

Supervisors Keith Guzy (District I), Allen Louderback (District 2), Ryan Cubbage (District 3), Susan Kile (District 4), Jeff Vaughan (District 5) and Chairman Keith Weakley were present.

PUBLIC HEARINGS

VDOT Secondary Six-Year Plan

Supervisors heard a presentation by Don Komara, Harrisonburg Residency Administrator for the Virginia Department of Transportation (VDOT), about the department’s Secondary Six-Year Plan for Fiscal Years 2026-2027 through 2030-2031 in Page County.

All projects in the secondary six-year plan that are eligible for federal funds are included in the Statewide Transportation Improvement Program (STIP), which documents how Virginia will obligate federal transportation funds.

Projects included in the six-year plan are areas along McDaniel Lane, Mt. Carmel Road, Old Stanley Road, Ida Loop Road, Springfield Road, Hulse Road and Cavalier Road, as well as countywide traffic services, engineering and surveying, fertilization and seeding and right-of-way engineering at various locations.

A public hearing on the improvement plan drew no speakers. Supervisors unanimously approved VDOT’s Secondary Six-Year Plan for Page County.

Supervisors inquired about plans for state-funded improvements at the intersection of Route 211/340 and Big Oak Road, just west of Luray near the Food Lion shopping center, that have been in the works for more than two years. Komara reported that the project is slated to be advertised in June, with bids beginning in July before construction begins in fall 2025.

ACTION MATTERS

Subdivision of Land Ordinance Amendments

Page County Planning Director Josh Hahn presented an overview of work completed by staff and the Page County Planning Commission to propose multiple amendments to Chapter 100 of the Page County Subdivision Ordinance.

Supervisors reviewed proposed amendments to the current definition for “subdivide” in zoning definitions (§100-3). Supervisors by consensus instructed Page County Attorney Michael Helm to work with Hahn on the language of the proposed amendments, which the board will vote on at an upcoming meeting.

Outdoor Entertainment Event Permit – Luray Triathlon

Supervisors unanimously approved a special entertainment permit request by Rip It Events for the Luray Triathlon, scheduled for 8 a.m. to 1 p.m. on Saturday, Aug. 16, and on Sunday, Aug. 17.

Now in its 20th year, the annual triathlon features both sprint and Olympic races, including triathlon, duathlon, aquabike, triathlon relay and duathlon relay events.

BUDGET CHANGES

Supervisors unanimously approved appropriation requests totaling $113,594. including 510.000 in grant funding from the Department of Forestry to Page County Administration for spongy moth suppression; $9,950 in donation revenues received in fiscal year 2024 to the Page County Animal Shelter for the purchase of various animal equipment and to be used toward a new storage building being constructed in partnership with the Page County SPCA; $83,644 in unallocated, restricted transient occupancy tax revenue to the Page County Economic Development and Tourism Department for the printing and distribution of the Page Valley Inspiration Guide, advertisements in Blue Ridge Digest and the design and printing of the Page Valley Quest Booklet; and $10,000 in grant funding from the Virginia Tourism Corp. to the Page County Economic Development and Tourism Department for the quest booklet project.

Supervisors unanimously approved a school budget transfer request of $225,000 from the Page County School Board’s transportation category to the school system’s operations and maintenance. The funding will be used for multiple maintenance expenses, including roof repairs and the replacements of a retaining wall, chair lift and doors.

According to a letter from Superintendent for Page County Public Schools, the school system saw savings in its transportation department as a result of grants that facilitated the purchase of buses, as well as using routing software to streamline bus routes and stabilizing fuel prices.

CONSENT AGENDA

Supervisors unanimously approved the consent agenda as follows: financial reports for the period of April 1 through April 30, 2025; accounts payable checks, payroll checks, payroll direct deposits and payroll tax-related electronic fund transfers totaling $3,012,959.49 for April 2025; and the meeting minutes of April 7, 2025.

ADMINISTRATOR’S REPORT

Page County Administrator Amity Moler presented potential dates for an upcoming board retreat. Supervisors, by consensus, agreed to hold the retreat on Monday, June 16.
