The Page County Board Supervisors’ March 3, 2025 work session included the following agenda items and actions:
CALL TO ORDER
Supervisors Keith Guzy (District I), Allen Louderback (District 2), Ryan Cabbage (District 3), Susan Kile (District 4) and Chairman Keith Weakley were present. Supervisor Jeff Vaughan (District 5) was not in attendance.
PROCLAMATION – AMERICAN RED CROSS MONTH
2025 Josh Mongold of the American Red Cross asked supervisors to consider proclaiming March as American Red Cross Month.
Mongold reported that the American Red Cross of the Greater Shenandoah Valley last year collected 16,000 units of blood, assisted about 200 families who experienced a disaster, installed nearly 1,500 smoke alarms, provided nearly 600 services to U.S. military veterans and their families and trained nearly 7,000 residents in life-saving skills and about 500 students in preparedness education.
Supervisors unanimously approved a proclamation recognizing March 2025 as American Red Cross Month “in honor of all those who lead with their hearts to serve people in need” and “ask everyone to join this commitment to strengthen our community.”
ZONING ORDINANCE AMENDMENT – EVENT VENUES
Supervisors reviewed proposed zoning ordinance amendments related to event venues, including a complete revision to Chapter 125-30.12 (Supplemental Regulations for Banquet Facility or Event Facility) and other related changes to 125-4 (Definitions), as well as 125-9 (Woodland Conservation), 125-10 (Agriculture) and 125-12 (Commercial).
Page County Planner Josh Hahn noted that county staff have worked with the county attorney to create a new draft of the proposed amendments, after supervisors first reviewed the proposed amendments on Feb. 3 and by consensus asked for further changes, including clarifying definitions.
Hahn told supervisors on Monday that staff recommends that the ordinance is sent back to the Page County Planning Commission for further review, underscoring four key points of consideration: the new draft contains significant changes from what the planning commission recommended; more recent information may inform the amendments; staff would like to consider eliminating or changing language referencing Chapter 55 (Festivals); and the updated state building code requires permanent restrooms for all buildings and businesses. Supervisors voted unanimously to send the proposed amendments back to the Page County Planning Commission for review.
REVIEW OF PROPOSED ORDINANCE FOR SMOKE ALARMS
Supervisors reviewed a proposed amendment to Chapter 56 (Fire Prevention and Protection) relating to residential smoke alarms in existing structures and responsibilities of owner, agent or tenants for smoke alarms.
Supervisors voted unanimously to conduct a public hearing on the proposed ordinance for smoke alarms during the board’s regular meeting at 7 p.m. Monday, April 21.
