LURAY, Va. – Late in the afternoon of Friday, June 13, 2025, the Page County Board of Supervisors (BOS) posted an agenda for a BOS retreat scheduled for Tuesday, June 17, 2025 at Skyland Resort in Shenandoah National Park.
The announcement, posted on the BOS Agenda Center page, read as follows:

Over the weekend, several residents took to social media to post about the retreat, ask questions about its purpose, and express concern that it was being held at a time and location where they felt most people could not attend.
The general consensus was that the retreat is open to the public, as it is not listed as a “closed session” meeting. However, the agenda does not mention a public comment period. It also does not reference live-stream access or entrance fee waivers for residents entering Shenandoah National Park to attend the retreat.
On Monday, June 16, Shen-Valley Times reached out to each supervisor via email, requesting clarification on whether the session is open to the public, whether fee waivers or a live stream or recording will be available, and whether minutes will be provided at a later date. The inquiry also requested details on the decision of location and scheduling, the amount budgeted for the meeting, and the overall purpose (goals and benefits) of the retreat.
As of 9 p.m. Monday, none of the supervisors had responded for comment.
The 2025 Page County Expenditure Budget may be viewed HERE. The Board of Supervisors (BOS) website includes meeting information for 2024 and 2025 only. For 2024, there is no reference to a retreat agenda or minutes.
A Board of Supervisors Regular Meeting was scheduled for June 16, 2025 to discuss items including a special use request and 2025 Fiscal Year budget amendment. The agenda for that meeting may be viewed HERE. Video of the actual meeting may be viewed HERE.
