LURAY, Va. — The Page County Board of Supervisors ‘ April 7, 2025 work session included the following agenda items and actions:
CALL TO ORDER
Supervisors Keith Guzy (District 1), Allen Louderback (District 2), Susan Kile (District 4), Jeff Vaughan (District 5) and Chairman Keith Weakley were present. Supervisor Ryan Cubbage (District 3) was not in attendance.
BOARD AND COMMISSION APPOINTMENTS
Supervisors unanimously appointment Darrell Short to serve as the District 4 representative on the Page County Building Code Appeals Board for an unexpired term running through Dec. 31, 2027.

SCHOOL RESOURCE OFFICER FUNDING
Stanley Police Chief Ryan “Beaver” Dean thanked supervisors for allocating funding in the current fiscal year for the School Resource Officer (SRO) at Stanley Elementary, a position held by Sara Reed. He asked supervisors to consider continued funding in the coming fiscal year.
CONTRACT FOR SERVICES — CHAMBER OF COMMERCE
Luray-Page County Visitor’s Center Supervisors reviewed a draft contract for services between the county and the Luray-Page County Chamber of Commerce for visitor center operations.
The scope of work outlines services including operating hours, cleaning and maintenance, monthly reports and customer service. Supervisors unanimously approved the agreement for an initial term running from July 15, 2024 through June 30, 2025.
The contract will automatically renew for two additional and successive one-year periods, provided that either party may elect not to renew by providing the other a notice of non-renewal at least 90 days prior to the then-current term.
RECREATION/WELLNESS CENTER DISCUSSION
Page County Recreation Coordinator Andrew Good and Director of Page County Economic Development and Tourism Nina Fox led a discussion about the possibility of purchasing the Goodrich Community Center in Stanley with the goal of establishing a recreation facility.
Good outlined possible construction and modifications including basketball courts, an indoor track, classrooms for educational and community programs, batting cages, golf simulators and outdoor soccer fields in addition to existing features at the Goodrich Center such as a commercial kitchen.
Noting that the facility could be used for both local and regional tournaments that would draw overnight visitors, Fox reported that the Page County Tourism Council last fall expressed its support in establishing a recreation facility in Page County. She estimated total costs to purchase the Goodrich Community Center and establish a recreation facility at $8 million.
Fox presented a proposed funding strategy that would utilize reserved funds made up of transient occupancy tax revenue as well as a $1 million allocation from the county’s fund balance, while financing the remaining $6 million.
Good and Fox proposed securing a contract on the Goodrich property to conduct a feasibility study, analyze the site and perform due diligence to ensure the project is viable.
Supervisors said that additional information is needed. They discussed overall costs, economic and community impacts, potential revenue streams and alternative locations.
The board by consensus agreed to gather additional information, with Supervisor Guzy volunteering to reach out about project quotes.
FY2026 BUDGET DISCUSSION
Page County Finance Director Tyler Olsen led a discussion about the fiscal year 2026 budget, reporting that $498,277 in revenue still needs to be allocated. He reported that the proposed budget for the coming fiscal year is based on maintaining a real estate tax rate of 73 cents per every $100 of assessed value and a personal property tax rate of $4.40 per every $100 of assessed value in calendar year 2025 and a planned real estate tax rate of 68 cents and a personal property tax rate of $4.30 in calendar year 2026.
Olsen noted proposed capital projects budget changes and library contributions. Supervisors by consensus instructed Olsen to reassign $10,000 previously earmarked for the Massanutten Regional Library System to Stanley’s Kibler Library to fund a part-time coordinator or part-time staff member for additional weekend hours. Supervisors discussed state funding and proposed pay raises for school employees.
Supervisors will conduct public hearings on the proposed fiscal year 2026 budget and calendar year 2025 tax levies during the board’s regular meeting at 7 p.m. Monday, April 21, in the Board of Supervisors Room at the Government Center in Luray.
Supervisors are scheduled to adopt the fiscal year 2026 budget during the board’s work session at 7 p.m. Monday, May 5. The spending plan will take effect on July 1, 2025.
